A mid-level remonstrance official, who, under the secret orders of Daji, plotted to frame Queen Jiang using his retainer Jiang Huan. He slandered Ji Chang and, after being bribed by Xiqi, advised the king to pardon Ji Chang. He conspired with You Hun to frame Ji Chang. He was beaten in court by Grand Tutor Wen. He was captured as a military advisor and beheaded.

A corrupt minister favored by King Zhou of Shang in official history, but portrayed in the novel as a greedy, flattering villain who was posthumously deified as an evil star.

According to the Records of the Grand Historian, 'Annals of Yin,' King Zhou employed Fei Zhong, noting that 'Fei Zhong loved profit, and the people of Yin did not favor him.' Official history confirms that his greed and flattery lost him the people's support.

In volume 100 of 「Fengshen Yanyi」, Ziya reads the imperial decree: “特敕封尔为冰消瓦解之神。虽为恶煞，尔宜克修厥职，毋得再肆凶锋。” In the novel, Fei Zhong is trapped by Zhou troops on Mount Qi, freezes to death, and is enshrined as the Star of Ice Dissolution and Disintegration; the official history only records that he was executed after the fall of Shang, with no mention of freezing to death or deification.
