He Jin was the Grand General of the Eastern Han and the elder brother of Empress He. Because his sister entered the palace as a noble lady and gave birth to Prince Bian, she was made empress. He mobilized troops to capture and execute Ma Yuanyi. He summoned Dong Zhuo to the capital and was killed by the Ten Regular Attendants.

In the official history, He Jin summoned Dong Zhuo to the capital and secretly instructed him to submit a memorial to pressure: "Jin then summoned Zhuo to bring troops to the capital, and secretly ordered him to submit a memorial saying: 'The eunuchs Zhang Rang and others have stolen favor and power, corrupting the realm. In the past, Zhao Yang raised the troops of Jinyang to expel the evil at the ruler's side. I now sound the drums and bells and go to Luoyang, to punish Rang and others.'" (Records of the Three Kingdoms, Book of Wei, Biographies of Dong, Er, Yuan, and Liu). The novel rewrites it as Li Ru's suggestion: "Li Ru said: 'Although we have received the edict, there is much obscurity in it. Why not send someone to submit a memorial, so that with a legitimate name, great deeds can be accomplished.'" (Romance of the Three Kingdoms, Chapter 3).
