Is “What arrangement did Su Dai make to stabilize the strategic situation?” true?

The Records of the Grand Historian, Chapter 4, mainly records his persuasive speech: "Su Dai spoke for Zhou to the King of Chu, saying: 'Why is it that Zhou's alliance with Qin brings disaster?'" However, in Chronicles of the Eastern Zhou Kingdoms, Chapter 91, to highlight the strategists' penetration into the internal politics of the states, it adds the plot of marriage and alliance: "He also had his younger brothers Su Dai and Su Li become sworn brothers with Zi Zhi, intending to strengthen themselves."
