In fiction · Romance of the Three Kingdoms
Guo Tu was an advisor to Yuan Shao, strongly advocated for raising troops, and once slandered Liu Bei for deliberately letting Guan Yu kill a general. During the Battle of Guandu, he framed Zhang He and Gao Lan. After Yuan Shao's death, he assisted Yuan Tan, opposed deposing the elder in favor of the younger, later proposed surrendering to Cao Cao, and also suggested the strategy of conscripting the people into the army.

History vs. fiction
Sanguozhi does have Guo Tu slander Zhang He; the novel adds Gao Lan and a forged execution order.
Sanguozhi (Wei, biographies of Zhang, Yue, Yu, Zhang and Xu) confirms the slander: 「郃快军败，出言不逊。」「郃惧，乃归太祖。」 Romance of the Three Kingdoms additionally has Gao Lan defect alongside him and has Guo Tu force the defection by forging word that Yuan Shao meant to execute them both — that layer is the novel's invention.
