History vs. fiction
In official history, he was a wise minister discovered by King Wu Ding of Shang while building walls; in fiction, he is a symbol of a lofty sage and minister.
The Records of the Grand Historian, Yin Benji, records that Wu Ding dreamed of a sage at night and, following the image from his dream, sought him out among the laborers building walls at Fu Yan, finding Fu Yue and appointing him as prime minister. The original text: "武丁夜梦得圣人，名曰说。以梦所见视群臣百吏，皆非也。于是迺使百工营求之野，得说于傅险中。是时说为胥靡，筑于傅险。"

According to the Records of the Grand Historian, Fu Yue was a renowned prime minister during the Shang dynasty's revival, but the claim in works like Investiture of the Gods that he possessed magical powers is pure fiction. The Records of the Grand Historian, Annals of Yin, records: "得而与之语，果圣人，举以为相，殷国大治。"
