Is “Li Ke's answer to Marquis Wen of Wei's inquiry about the candidate for prime minister” true?

In the Records of the Grand Historian, 'The Hereditary House of Wei', Li Ke proposed the principle of 'five observations': 'When at home, observe what he is close to; when wealthy, observe what he gives; when prominent, observe what he recommends; when poor, observe what he refrains from doing; when humble, observe what he does not take.' This allowed Marquis Wen to decide for himself. However, in the Chronicles of the Eastern Zhou Kingdoms, chapter 86, Li Ke directly answered, 'Not as good as Wei Cheng.'
