Is “Verification of the figure's deeds” true?

Official histories such as the 'Annals of Taizong, Volume 2' record: 'On the first day of the eighth month, Wang Mian and Zhang Hong were both appointed as Vice Commissioner of Military Affairs. On the seventh day, there was heavy rain, and envoys were sent to pray to the mountains and rivers; by evening the rain stopped. The people of Jianzhou were starving, and envoys were sent to relieve them, and also to supervise the capture of bandits in various prefectures. On the eleventh day, Pan Mei was demoted to Grand Guardian, and Yang Ye was posthumously awarded the title of Grand Commandant and Military Governor of Datong.' The historical novel 'Chapter 14' also records this.
