Is “In Buddhism, Rakshasa are evil ghosts, and the novel fictionalized the Rakshasa woman” true?

In Chapter 59 of 'Journey to the West', the wife of the Bull Demon King is named Princess Iron Fan or Rakshasi, and she holds a palm-leaf fan. In Buddhism, Rakshasa refers to man-eating demons, and there is no such character as Princess Iron Fan who possesses a celestial treasure. The original text: "只有个铁扇公主，又名罗刹女。" (Chapter 59 of 'Journey to the West').
