Is “Verification of the person's deeds” true?

Official histories such as the 'Biographies of Cao Bin and Pan Mei' record: 'He Lingtu and others said to the emperor: "The Khitan ruler is young, and the empress dowager is in power, favoring her favorites. Please take advantage of this rift to seize You and Ji." Thereupon, the emperor dispatched Bin with Cui Yanjin and Mi Xin from Xiongzhou, Tian Zhongjin heading to Feihu, and Pan Mei exiting through Yanmen, agreeing on a time to act together. Before they set out, the emperor said to them: "Pan Mei's troops should first head to Yun and Ying, while you, with a hundred thousand troops, should proclaim that you are taking Youzhou, and moreover, act cautiously and advance slowly." The romance 'Chapter 15' also records this.
