Is “The rumor that he originally intended to establish Cao Zhi as the heir to the state” true?

The official history Records of the Three Kingdoms, Book of Wei, Biography of Emperor Wu, introduces him as 'Emperor Wu, the Grand Ancestor, a man of Qiao in Pei, surnamed Cao, given name Cao, courtesy name Mengde.' However, in Romance of the Three Kingdoms, Chapter 91, Sima Yi's proclamation states: 'Formerly, Emperor Wu, the Grand Ancestor, established the foundation, originally intending to establish Prince Chen Si (Cao Zhi) as the heir to the state; unfortunately, slanderers and villains gathered, and for years the hidden dragon remained dormant,' thereby questioning the legitimacy of Cao Rui's succession.
