Is “The novel sets him as a skilled archer general under Fang La, but he is not found in official history” true?

In the novel, he is called a general under Fang La, 'nicknamed 'Little Yang Youji' Pang Wanchun, the first in Jiangnan Fang La's kingdom skilled in archery. He led two deputy generals: one named Lei Jiong, the other Ji Ji' (Water Margin, Chapter 118). In the official history 'History of Song', there is no such person as Pang Wanchun, and the plot of him shooting and killing Shi Jin and other Liangshan generals is entirely fictional.
