Is “In the Battle of Guandu, who proposed the idea to make the catapult” true?

In official history, during the Battle of Guandu, facing Yuan Shao's high towers, it was Cao Cao himself who made the catapult: "The Grand Progenitor then made catapults, attacked Shao's towers, and all were broken; Shao's troops called them 'thunder chariots'" (Records of the Three Kingdoms, Book of Wei, Biographies of Dong, Er, Yuan, and Liu). In the novel, this was transferred to Liu Ye's proposal: "Liu Ye advanced and said: 'We can make catapults to break them.' Cao Cao ordered Ye to present the design, and overnight they made several hundred catapults" (Romance of the Three Kingdoms, Chapter 30).
