Is “Suggested Li Jue and Guo Si counterattack Chang'an” true?

The Records of the Three Kingdoms, Book of Wei, Biography of Jia Xu records that after Dong Zhuo's death, Jia Xu advised Li Jue and Guo Si to counterattack Chang'an, causing chaos in Guanzhong; later he repeatedly offered strategies at Wancheng. The original text says: "不如率众而西，所在收兵，以攻长安，为董公报仇，幸而事济，奉国家以征天下" It also records "众以为然。傕乃西攻长安" (Records of the Three Kingdoms, Book of Wei, Biographies of Xun Yu, Xun You, and Jia Xu).
