Is “Verification of the character's deeds” true?

Official histories such as the 'Biographies of Cao Bin and Pan Mei' record: 'Previously, He Lingtu and others said to the emperor: "The Khitan ruler is young, and the empress dowager monopolizes power, favoring her favorites. We should take advantage of this rift to seize You and Ji." Thereupon, the emperor sent Bin with Cui Yanjin and Mi Xin from Xiongzhou, Tian Zhongjin heading to Feihu, and Pan Mei exiting through Yanmen, agreeing on a time to act together. Before departure, the emperor said to him: "Pan Mei's troops should first head to Yun and Ying." The romance 'Chapter 12' also records this.
